I have an engineer-friend who signed this kind of offer because they lost projects and instead of about ten people to go home, everybody settled for decrease in salary (they were here for more than 5 years already).
I know some skilled workers who after 4 month upon arrival were given the same scenario and I advice them to bring it to labor and they won in labor. Now they are all in our country (after the company paid their salary and sent them home at the company's cost).
