i just went through that process 2 weeks ago. Philippine emabassy CANNOT provide you red ribbon. only DFA, Manila can do that.

you have to send your NBI clearance to Philippines via courier (or whatever means you have).. it cost me around 250 QR via FedEx, it arrived two days later.

ask someone (preferably a relative) to go to DFA, Manila to process it (red ribbon). you can pick it up after 1 day.

send it back here in Qatar, it costs (2326 Php via DHL - arrived 2 days later)

when you receive it, go to Philippine Embassy for stamping (or authentication), you can get it the same day, just be early cuz you have to wait for 3 hours -- cost: 100 QR

very expensive process and time consuming process :(
