WK what I feel is that as per the rule good behaviour and good work performance are rewarded by a reduction in the jail term. So if a criminal behaves well during is stay it may drastically reduce his term depending on the appraisal by his warden. So dangerous criminals are given such long sentences so that they are imprisoned for life even if they behave like a saint.
