sometimes..yes it would certainly seem so depending of-course on who's terrorizing whom!Certain nations and/or groups get away with great crimes which if another was to commit will be considered unlawful and vile.But as a Muslima I do believe this saying of our Rasoolah to be very apt anytime. ie "Know that if the Nation were to gather together to benefit you with anything, it would benefit you only with something that Allah had already prescribed for you, and that if they gather together to harm you with anything, they would harm you only with something Allah had already prescribed for you. The pens have been lifted and the pages have dried."[At-Tirmidhi]
So we seek refuge in Allah from being "terrorized" and from being the "terrorists" Aameen!
