Egypt won't lift the blockade in any meaningful way--at least beyond a gesture to allow humanitarian aid here and there. Egypt receives almost as much foreign aid money from the US as Israel (Israel is #2 and Egypt is #3); in fact, Egypt's aid money is pegged on Israel's.
I think the finger must also be pointed at other nations who keep the Palestinians permanently in camps or in the status of "foreign visitors" rather than allowing them to fully integrate into the countries to which they have fled (something of which ALL the Arab league are guilty). When refugees fled Cuba, Bosnia, Poland, etc. the European and countries of the Americas did not keep them in refugee camps for generations. Even the US allows Palestinians to become citizens once they have lived there for a certain period.
