Al Dafna is the West Bay Area. Al Qassar seems to be a small part of it. The real givaway is Al Istiqlal. This is the dual carriageway that runs from The Grand Hyatt down to the fire Station roundabout on Mohammed Bin Thani Street.
I got caught speeding on this street & was fined QR500 for 'loading a vehicle in a way that causes danger to people & properties'. I presume that it is 80kph on this road, although I can't see any signs to confirm. Never mind I hope that you learn from my mistake.
