I found recruitment agencies to be a waste of time, and I really don't mean to offend anyone working in a recruitment agency.
Majority of them do not read CVs, but use semantic based IT systems to compare your CV to client's job description. So you would be extremely lucky to get one to even look at it. Unless, of course they are looking for fresh graduates.... Not to put you off, but you do have to remember that the majority of graduate jobs here will be reserved for young Qataris (this is their home).
As a fully qualified and experienced HR person, I would advise you to:
1. post your CV on Gulf Talent just in case you get lucky to be spotted, but don't waste too much time on that web site
2. view Gulf Times classifieds regularly and apply for any jobs that you think are suitable (available in PDF format online daily)
3. simply work through local yellow pages looking for international organisations, and just send them your speculative CV with a good cover letter.
One more way... apply for graduate jobs in US with big international companies, and see if you can come down on a transfer.
