Many people do not stay and watch the WC for a full month.
Some will only come for the qualifying, some for the quarter finals and others for the Grand Final only.
So those 2 million people will not come all at once.
I don't believe that accomodation is their biggest obstacle. If all else fail, they can always rent several cruise ships to be harbored here and erecting airconditioned tents just like the Saudis did it every year during the Hajj season.
Building several major (70K plus capacity) airconditioned stadiums and transportation infrastructures (Taxis and private cars won't do) and most importantly convincing FIFA's selection committee is the bigger challenges.
