I'm sorry, the information that I can find would say that you must apply at the Embassy in your country of citizenship. You can, however, apply by post. Do you have visa expediters in the UK? That's how I would do it (since I don't trust the post nor do I trust whoever bothers to open the mail.) A visa expediter will hand-carry your application through the process in a timely manner. However, I'm not yet finding updated information in the Qatar government websites.

Please Note that since the 15th of February 2010 all applicants who wish to apply for the Qatari visa should be:
1- UK passport holder
2- EU Nationals who are resident in the United Kingdom (proof of residency required).
3- Other nationals should have a UK work permit or an indefinite leave to remain in the United Kingdom.

4.Last three month bank statments (originals) which must show name, address of the applicant and at least 850 pounds in the account.
5.Fees are payable only in postal order made payable to the Embassy of the State of Qatar only.
6. Registered or recorded self-addressed envelope must be supplied for any applications made by post to enable the Visa Section to return the passport. The Embassy will not be responsible for any loss of passport by post.

• To process a visa, allow five working days (we advise to obtain the visa before you plan your journey).
• Credit cards or personal cheques are not accepted.
• Fees for rejected or Withdrawn visa applications are non-refundable.
