Legally, a Filipina maid cannot work here unless she is paid the minimum wage set by POWA Philippines Overseas Worker's Association, and that minimum is $400 per month plus food, accommodation, etc.

If any agency is offering maids for less than this, then they are operating illegally and you can run into all sorts of problems with visa renewal, bogus medical checks, etc.

Basically, Philippines Immigration will not allow them to leave the Philippines unless they have a contract stating that they are to receive at least this minimum amount.
