That's exactly the point...

Some man (especially bachelors) will stare at woman in the mall.

Bachelors around here is mostly associated with Asian laborers

Some women feel 'unconfortable' to be around bachelors who stares.

Many of the women are locals, which either represent the group with bigger purchasing power or make law in this country or both. In any case theirs are the voice that the mall operator and other powers listen to most.

For whatever reason, they like to shop with the whole family on Friday afternoon.

Solution for the mall operator: Ban bachelors on Friday afternoon.

Here we go back to square one......
