Just read - Good - tightening the regulations to plug up loopholes. Like a black market thingy going on, so like the pubs registration - a protectionist policy, although a hassle - but only go through it once - although some leeway should be allowed for guests of members - so the guests don't have to line up, take photo and pay? (I dunno, hardly ever go, but heard complaints). Orions has a good system in place - scan IDs only. Leeway for guests of members - so members will be held accountable for any misbehaviours of their guests..something like that.
Back to QDC - if everybody genuinely falling within the regulations will be allowed the alcohol permits, then it's not a restriction but a protection. At least the objective... the implementation is another thing.
