Phoenix, its not all about salaries but work conditions there. The employers don't abide by the contracts and throw them literally here and there to work on anything that the worker might not be used to. They are often denied their agreed salaries. These frustrations cause these workers to leave illegally. As you said Indian Government too has role to play to streamline the recruitment and use of its workforce abroad.
