I agree that setting up a IIT campus in Qatar will go a long way, not only in terms of benefiting the brand IIT but will establish India's reputation of world class education provider.

Considering the current small size of the country and possible alumni base, I think an IIT/ IIM forum will be better idea.

Please get in touch with IIM alum you know and lets create a group asap. I think we can have monthly or at least quarterly meetings !
