Actually I am sure that there have been a number of, in fact I dare say many, Pakistani professors who have achieved tenure at the various schools of Harvard. Dr. Kwaja is simply one of the first to achieve this at the Kennedy School at Harvard. I imagine if I looked at the math, physics and medicine departments I'd find tenured Pakistani professors for the last several decades.
