They were set to be deported for "proselytizing". Only last minute deliberations by cooler heads (with clout) got the deportation orders lifted at the last minute. Qatari's don't like to be shown in a bad light by the expats. It will take change from within. It's slowly improving (at least they now have a law that no children can be in the front seat) but will still take a long long time.
