and the 3000 is in the contract as well? did you sign for your salary each month? Do you have proof he only paid you 1000?
If so, you can indeed go to the labour department but here is what you may face. You may be held in the deportation center until this is sorted because as soon as your sponsor learns you will complain they will generally hand you over to CID (I assume he is holding your passport, which by the new articles in the labour law is illegal).
Go speak to your embassy, if you have all this in order perhaps they can mediate before it gets to this point.
