It may not be the state , but the country is responsible for it if its originated from their territory.They are suppose to eliminate such activities happening within their boundry.
If the indian Intelligence could track the fone convos and inform them about this threat through sea route , do you think the Pakistan intelligence were not aware of it?. Hard to believe.
Let the court and its procedures carryon, we will wait and see.
