The Italians got it wrong. Instead of secretly paying protection money to scary Islamists, which obviously finances the enemy, they should have paid the local bandit chief "development aid" for "local projects". The Taliban, of course, would have kept the money but the Italians could have boasted about the merits of the "Italian way" of building peace through co-operation and everybody would have applauded them.
