Like what kanadev said, Issuance of NOC will depend on your sponsor. Based on my recent experience, my sponsor asked me to pay him QAR10,000/- in exchange of NOC. That sum of money I paid in lieu of my moving expenses from my home country to Doha which is far off higher than my actual expenses.

Now, got a good paying job and I must say, all worth it to pay NOC.
