Why is it beyond the attendants jurisdiction to ask the driver to turn off the car? It is illegal to fill the tank with the car running - so the attendant, his supervisor/manager and the petrol company are all committing a illegal act by doing so.
If they won't turn off the car, don't pump the gas and alert the police if they get belligerent. It's not rocket science and I don't want to be hurt or killed because the guy in the next car is a puerile, assinine, idiot who can't figure out why such rules are needed.
