I have seen a similar pathetic attempt to put off a fire in Villagio a few weeks after it opened. The fire started in a shop. A very small localized fire turned in to chaos, due to lack of procedures and training. Everybody was running in all directions and not even the public was kept away.
It was a pathetic display of organizational skills... unfortunately common in this very young country.
