This could be possible
1) No more instant connections for NEW Users

2) QL ID's been restricted ONLY to genuine users who provide all personal details and granted active user connection only after two weeks of sincerity as QL user and confirmation of accuracy of details provided.

3) Moral policing is other way but a tedious channel.
