Are Qataris really smart enough to handle their problems?

60% of disabled Qataris being born to parents who are close relatives doesn't sound like they are handling their problem to me.

And if more and more marriages are between close relatives, I'd be inclined to think that the problem is getting worse, not better.

And do you think Qatari women are going to abort children if serious congenital problems are located during prenatal screening?
