My guess is the guards were given instruction to only allow prospective customers or potential purchasing visitors..and they judge by :
1. nationality
2. attire
3. who is your companion
4. age and profession

since the guards cannot ask intruding questions, they make their own guesses.

This place to my guess is to be a place for high income earners where the rich and famous hang out and away from normal citizens.
