Correct me if I'm wrong but the bars are only required to accept a valid passport or your Qatari ID or Qatari driving license as proof of identity (the police can track you using any of these 3).

A UK or International driving license does not allow them to track you - that's the point behind asking for ID (Big Brother IS watching you)
