A significant fight broke out a few months ago at a toll bridge when someone presented 10 candy bars as the full toll amount; he had collected them at various times in the prior 3 days as change from the same spot ;)

It doesn't look like shops here feel proud about giving you candy/gum instead of change; they seem like victims of the circumstances for the most part.
