If the government passed a law saying they must always deduct (Round the amount down - never up) you would see all the coins they need suddenly appear.
And as someone else mentioned - for the people who appear to be more affluent - they often offer NOTHING. Just close the draw and start on the next customer as if you don't care. If someone needs 50 durhams just ask me I will give you 5 riyals to help, but these big chains and their owners are much richer than you and I can even imagine. It is simply a form of institutionalize robbery.
