Quite simple...

Wear the revealing stuff (whatever you wish to call it) in the privacy of your home.

Wear the more conservative items in public.

BTW Both are clearly available in the shops at the mall. The choice is with the user, not the shop keeper.

That is the concept - not too hard to grasp.
