In Qatar, if you drink at all, do not drive. Especially if you are leaving from a hotel or bar ! (as opposed to a private party). Just not worth losing your job etc. over it.
If you're in Europe, Americas, etc. you might still drive after a couple of glasses of wine with dinner because you would still be well under the legal limit. But, you are still playing with fire, unless you carry a breathalyzer around in your pocket.
