october travel is doable and the weather MIGHT be good if you're lucky. but it's better to not take any chances so try going during the dry months.
there are no direct trips by sea from boracay to palawan far as i know but they might be possible if you stop by other islands like cebu, bohol, or manila (but this is farther than the first two). you won't be needing a private boat. there are ro-ro ferries that can take you from island to island but i don't know which sea ports have routes to which destination.
try to go around cebu, bohol, boracay and palawan on the first half of your trip because they're all in the visayas area and you can island hop as much as you want.the then proceed to manila to go to either the bicol area where mt mayon is or banaue then sagada by land. mt mayon is at the south of luzon while banaue/sagada is in the north so you'd have to pass by manila either way unless you get to bicol from the visayas islands then travel north from there.
the only destination not accessible by plane from manila in your planned itinerary is sagada and banaue. you'd have to take a bus.
do google routes of the strong republic nautical highway if you want to travel by bus and see the ro-ro seaports but i think palawan is not included yet and the major ferry companies might not have a direct route. see websites of companies like negros navigation and superferry as well. the easiest would be to get a package tour, but planning and researching a trip is an adventure in itself.
