Everyone i know complains about how unhygienic public toilets are when compared to Dubai for instance. All toilets in dubai malls also has water spray. But none are like a swamp. I have to agree with Qatarita that's it's a recent happening. Qataris also complain about it. Once a women caller complained about the city center toilets in a radio show. I think the water sprays installed are of cheap quality & haven't been well fitted. Which with Water pressure systems used in Malls can lead to leakage. This also happens at homes,where water pumps are installed.
