it's not all that easy , If the benefit weighs out the harm then in some cases the haram becomes halal.
Allah doesn't want you to harm your body and HE made this religion easy.
as for the country ( which one you talking about) then , they make mistakes , just like any other country and law has mistakes .... what are you saying ?!
