first ask this guy to lower the volume and i am sure he will be positive, otherwise you have to report this noise to the security man.

but please do not disregard the guy for the first time, do not jump to the security man without telling the guy first about your complaint.

some expatriates do not respect each other and they are very sensitive to minor stuff.
