Well as its ur 11 month old child, I think they might not object. Just fill up the form along with other formalities and get it signed directly from a CAPTAIN located in Immigration Office. You along with ur husband can go to him and can plea to him with humble. Remeber, they do many exceptional things when they are in good mood and if u can really satisfy him.
