web.qtel is only if you subscribed for "Mobinet", which has a monthly fee of Qr.20 with 2MB free.

If you are using the one that comes with every phone (QTel calls it "Mobile Internet"), you need to use gprs.qtel, and the proxy information is needed. Even then it allows only web access, email etc still does not work (all ports other than http/https via proxy are blocked while using gprs.qtel).

Mobinet (web.qtel) allows all ports (mail etc) to be accessed, as the access is without any proxy.
