That what's surprises me. Why they haven't done it. Haven't u seen QTEL site, even their own www.moi.gov.qa SITE. It was redeveloped by IT ppl {in/out sourced} but they did it and it looks very much organized. So this means that QATARI govt has such IT ppl who can do it.

But i'm surprised why they haven't. It doesn't take much time. I have worked in software developing and made some electronic forms in the past and trust me its not that difficult at all
