It sounds to me that they aren't too interested in the public opinion regarding the traffic law itself, but more that they want to get a grasp on how well understood the road rules actually are:
"Lt Col al-Hajari said the survey, which will continue for two weeks, will evaluate the standard of the public awareness about the traffic rules and forward the suggestions to authorities concerned. "
I suspect a lot of people are trying to plead ignorance when they are given a violation for parking illegally, or not using a seatbelt, or talking on their phone while driving.
But like most things... who knows what's really going on?? Not me!
