Women shouldn't go out without a male guardian. That would ease the situation, but no one would tolerate it (for good reason).
Or
More security guards in public spaces - but shopping center management would argue that this will be a waste of money
Make this a punishable offence - but who will police it?
Discourage guys from engaging in such behavior - not sure how this could be achieved in simple, practical terms.
Teach women how to respond - but why should women have to bear the burden when it is a small number of men who are creating the problem?
To ask a different question - is there anything this country could learn from other countries to try and reduce this behavior?
