It happens more here because of the imbalance of the male and female population and the fact that many of these men who are here think less of women and feel that they should stay home so if they're out and about, they are asking for trouble.
In my opinion, when there's a problem, people should be proactive about it and not sit about and talk through their arse and justify their own inaction. People are egocentric. What to do? They are stupid granite heads but fail to see their own faults. But what goes around, comes around. If they don't change and adapt, they will be leaving Qatar.
