I think the issue is that in Qatar, the lower class, sexually predacious types mix in with the general population.
I have no doubt that the same sort of people exist, to a greater or lesser extent, in every country in the world.
However, in few other countries that I can think of would these sort of people frequent the same shopping centers and cinemas and carparks as 'decent' people.
In other, larger countries with larger populations, different people mix in different circles. Broadly speaking the 'decent' people socialize together, and the type of men we see in Qatar mix in a different part of town.
In my opinion, these sorts of guys represent a disproportionately large segment of the population in Qatar, which is the first part of the problem, and since there are only a handful of shopping centers, we are more likely to (unfortunately) cross paths with them.
Either it happens here more than in other countries, or we just see/experience it more here.
