i would vote for tunnel ... if anyone been to Singapore, they have huge underground tunnel dotted around the country for pedestrian. One is in the junction crossing between orchard road and stevens road. And they also have long tunnel from City Hall MRT all the way to the suntec city with exits point dotted along.

Nothing to stop under ground walkways from connecting major pedestrian points here i.e. direct to shopping malls etc.
