Those who want to look professional will dress appropriately.. Those who want seek attention..will wore such clothes..Its more of personal perception and how they are raised...

Even I had a lady in my office like that... many men told me to ask her to dress properly... I told its not my business..lol and finally during Ramadan I had to issue a circular to dress modestly..lol
