Not necessarily a contradiction.
Let's say your basic salary was 10,000 and you got allowances of 10,000. Your monthly *salary* is still 10,000, but you pay/compensation each month is 20,000.
But if your allowances have been cut to zero, and your basic salary rises to 11,800, then your *salary* has been raised by 18%, even if you pay packet per month has in effect decreased.
This is what has happened to Qatari government employees across almost every department.
