You can only sell Qataris elephants if they thought of opening a clowns circus or for the zoo, countrymen (and women) here aren't dumb. Yes, there is lots of wasted money and time during transition (and money can only buy technology not knowledge), but the country is grooming its citizens for the(near) future, through Qatarization and reform initiatives.

Note: I'm serious about the zoo elephant, the poor one here needs company and its health is not all that well.
