The country probably doesn't mind, because in Arabic there are no upper and lower case letters. Perhaps to them it's all the same.

By way of comparison every other logo since 1950 has been entirely upper case, with the exception of Argentina in 1978 which used Title Case.

The only similar logo I can think of that uses a lower case letter is for London (london) 2012. But that is a logo that has been compared to Lisa Simpson performing fellatio, a distorted swastika, and described as a "catastrophic mistake".

This is a much nicer logo than London's, although the football does seem to get a bit lost amongst all the other elements.
