If a country wants a tournament bad enough, and the governing sports body are happy for it to be held there, it will happen. If Qatar want it, they'll need to kiss up to FIFA, which they're already doing well. And they'll need to prove that they'll have the facilities to stage it - and given the growth over the last 13 years, I don't think it will be hard to convince anyone how much they can develop in the next 13. That's what I find most exciting about the bid - seeing how they plan to create several host cities.
