Cigs and sheesha are both not permitted Islamically and there has been fatwa issued on this. Good point that some things are permissable to sell in Qatar but others are not.

Smoking was considered offenseive before but has now been ruled as haram. Perhaps as this was at one time permissable people have an easier time with it as pork has always been haram. even if this is the logic, the alcohol bit gets me. Pork cant be any more harmful than drinking.
