Daytime running lights have been proven to reduce traffic accidents. They are required on all cars sold in Canada and, as Baldrick said, in certain Scandinavian countries.

However, I do believe the problem here (and in many other situations I have observed) is the instructor. If anything, they're worse than the people they're supposed to teach. I've seen them stick pieces of newspaper in the side window to avoid the sun - of course, then the driver cannot see anything either in the side mirror let alone through the frickin window.

Obviously, there's little control or inspection done of instructors at the driving schools by either the police or RTA. So, does that mean ultimately that the police/government agencies should be held to account?

It's technically illegal to pass on the right hand lane here and in most other countries.
