I don't see the big deal, a sunken foundation really isn't that uncommon around the gulf, especially coastal.

They can have it jacked up and pouring, whil the MEP's and interior architects get to work. Fairplay on the Hilton for not wanting people to hate the place before it even opens, but this really is a normal thing for a highrise.

It happens... Demolition is truly the last resort.
